Bulgaria Becomes 10th Country to Opt Out of Durban III


The Durban Conference was originally conceived to contribute to the noble struggle against racism

Bulgaria has decided not to take part in the forthcoming high-level meeting of the 66th UN General Assembly session to commemorate the tenth anniversary of the adoption of the Durban Declaration and Programme of Action to be held on September 22nd, 2011 in New York. We are the tenth country — and sixth EU member state — to opt out of Durban III. The others so far are Australia, Austria, Canada, Czech Republic, Germany, Israel, Italy, Netherlands, and the United States.

Our decision stems from concerns that the trend of unbalanced criticism and interpretations of the problems of racism will be, unfortunately, present again at the high-level meeting. In April of this year I stated that we will stand up to those who aim to subvert the Durban process. Our decision was to continue to be part of the preparation for the Durban III conference, but reconsider our participation in the process if it fails to meet its original lofty goals.

I would like to express appreciation for the efforts by the co-facilitators during the period of negotiations to reach a balanced text of the political declaration to be adopted at the meeting.

Our commitment to the values and principles of equality and non-discrimination and the measures by the international community to combat racism, racial discrimination, xenophobia and related intolerance remains unfaltering.
